If you don't have the hex tool that came with the car, get some Allen wrenches. (6 mm) There is a small round cover on the rear kick panel near the floor to access the belt motor. The seat belt motor has a hex drive you use to manually retract the belt. There is also a blue wire with a connector behind the cover that you need to unplug to make sure there is no power to the motor.Then you need to Open small plastic access panel located between front and rear doors a few inches above floor. No1.: Remove door panel on that side which seat belt isn't works. Check the long cable, which goes from A pillar to the door lock. Check the door lock switch. (I had a cuted cable here, and a broken door lock switch)
No2.: Remove the "A" pillar inner moulding, and check the stop switch, connector, and the cables.
No3.: Remove the "B" pillar inner moulding. Check the cables, the connectors, the electric motor, and the stop switch.
No4.: Remove the panel under the steering wheel. In the middle You'll find the electric part, which is a "computer" It's the "brain" of the passive belts. Try to change it, or check the cables, and the connectors.
You can change the right side parts to the left, so you can find the wrong parts. But it's a hard DIY work.

1.) trace the bely you will notice it runs down the shield and connects to a box on the ground,, remove the shield and open the box,, use a hammer and hit the belt wrapper a few taps,, then reel the belt in and hit a few taps more and it should be fine.. make sure your on a level flast surface.. the pendulum inside is stuck.. the tapping will knock it free
yeah you have to remove the covering for the rail,, and hit it a few taps.. if you mean the rail the seat moves on,, then u have to remove the car seat to get it loose... lookmon the floor its bolted with four bolts,, remove and lift up,, pull seat belt back and forth and then replace seat on rail..

The piece you are speaking about is the belt holder .. Trace the belt you will notice it runs into the shield to the side of the car then down to the ground..
