Check for power at the wiper motor if you have power when the switch is activated if you have power there the motor needs to be replaced. if you have no power change the fuse and check again for power when the wiper switch it activated there is a relay that will cut out if the wiper is frozen to the window but unlikely that this will be your problem 9 times out of 10 the motor is gone.
