First purchase a new aerator nut and aerator. Now spray where the nut meets the separator liberally with liquid wrench , let soak for an hr or 2 and then take a tooth brush to it at the same place. Don't try loosening it with a screw driver , use a deep well socket. Sorry I don't remember what size. if this doesn't work you can try a torch. To prevent this in the future thoroughly dry the tank after washing it and store with the aerator and nut OFF .
