I replaced the developer, not the toner. After this Istartedhaving the white stripe on the papers in a horizontal fashion,alwaysin the same place. I noticed developer dust on thedrumcorresponding to the place where the stripe is on the paper. Iremoved and replaced the drum and blade. This worked onlyverytemporarily and there is still the dust on the drum in thesamelocation. I also noticed that the mylar tab on the developerunitwas pushing on the metal roller and collecting developer, but Ibentthis back so it does not occur anymore. I also vacuumed outthedeveloper unit in the process of replacing the developer. Ididblow out the transfer charger with air and also blew out the wirecagein the drum unit when I replaced the drum. Any thoughts?

This worked only very temporarily and there is still the dust on the drum in the same location.
If this went away after you changed the drum and cleaned it out, I would guess it is something in the process unit itself. The Charge..
Is the Drum Scratched after a few copies? Is there a Band around the drum?
Are the separator pawls bad? Do they have movement, are they touching the drum? I have seen this collect dust, get stuck and ride on the drum scratching the drum...
There is the Cleaning blade, the other side is a piece of Mylar which also cleans, is it warped, bent.
If so I would replace the Drum Frame (they call it the Process Unit CFRM-0049QS51 , and the main charge, MC holder unit CHLDZ0035QS53 or what you refer to “wire cage in the drum unit”)
Open the top of copier; make a copy with the lid open. The page made should be black. This is called a Sky Shot, do this in between each thing listed below... look at each copy to see if there is a change.

open the side door as the paper just reaches the drum, your drum should have a consistent black around it. This is good a good way to find lines, is this happening before the drum or after.
If there are lines on the drum (no scratches on it) then it is in the optics, or process unit (drum/developer) or laser, if the lines are past this point,(no lines on drum) then it is in the charge.
This is what I would do if I were standing in front of your machine...
First. Open the side door on the right side, there is a transfer charge there. Clean that out with some air. And gently wipe it with a Lint Free Cloth.

Second: Remove the Drum, take the Charge Unit off the drum, clean it very well, hold it to light look for a spec of dust. You might think you have cleaned it, and not see it, when you make a copy does this line move if so, there is dust in the charge. do a sky shot copy..
To clean it, the Grid will come off with some needle Nose pliers, pull the one side with the tab to get it off, wash it off (soap and water works, drag you finger over it), let it dry, do no use any thing that will cause lint to get on it, the saw tooth part in the charge, you can use styro-foam poke some down in there. Put it back together, Make certain it is dry.
I usually replace this piece. All this is too much hassle, and it is a pain to get it back together.

As for the Developer and that Mylar bent piece. Look at it again, then in a week or two again. Bending it some times works for a little while. Is it turning brownish, and curling. If so it is old and needs replacement. This part comes in a regular maint kit, I believe it is replace at 150k copies (I could be wrong on that), I change it every other PM. I think this is the part number- PSEL-0001YSZ1 DV plate
It will collect developer and builds up and cause problems such as DV dumping, etc etc...
And changing your drum, did you use Setting Power. The drum and blade should have a little setting powder on it, if not this is necessary, otherwise your drum will squeak against that blade.
