Shaver was running slow and then died. Replaced
Norelco Reflex 5821 XL Shaver was acting like the batteries were on the way out. I noticed fewer and fewer shaves between charges. Finally it began running slow and then died. Unit would not take a charge. Replaced battery unit. Battery replacement had no residual charge. It took 1.5 hours to completely charge for the first time. Unit is still running slow, with or without shaving head assembly in place. I was thinking maybe the motor needs cleaning or new brushes. Someone said maybe the circuit board was on its way out. What do you think?

Your original symptoms sure sound like dying batteries. Brushes can wear out. Check if it runs better if you change the orientation of the shaver. Does holding it upside down make it work better or worse? If the speed changes, its probably the brushes. You can buy new brushes, but the Norelco repair place will probably give you a hard time since they want to repair it for you so you have to insist. I have made brushes for the shaver by filing down brushes from some other motor, but this is messy and doesn't always work.
