This error comes when there issue with graphic resolution. For that when you power up the computer press F8 key then enter in "Enable vga mode". Then if you are able to enter in enable vga mode and able to see display then go to start menu->control panel->display ->settings. Change screen resolution to 1024*768 then apply and ok. But if you are not able to enter in enable vga mode then try to enter in safe mode. then uninstall graphic driver from device manager and add remove programs in control panel. Then reinstall graphic driver then it works again. But if you are not able to enter in even safe mode Then you need recovery disk or windows disk. Then insert that disk into cd/dvd rom . Then when you power up the computer press F1 or F2 or "del" key to enter in bios . Then go to boot menu and set first boot device as your cd/dvd rom then save settings and exit. Then it boot with that disk. Follow the procedure on screen/ And choose recovery console mode. Then type in prompt "chkdsk /r" without "" then press "y" Then it fix error on harddrive. Then check if still not able to enter in windows then boot again with disk and this time choose "R" options for "reapair previous windows" Then it repairs windows. What that is telling you is that the monitor is recieving a display signal it doesn't like. In this case I would say you have the display resolution set to something it doesn't support. That could be scan rate or resolution too high.
Since you can't get into normal windows boot into safemode by hitting f8 on power up and keep on tapping until you see the menu then select safe mode. Safe mode is by default low resolution so it should get past the error. When it is loaded it will look differeant but work about the same. right click on the desktop and left click properties. And a window should pop up select the setting tabe near the top right side. This shows you the basic display settings. Set it to something like 1024x768 which should work on anything click apply and then close the window and reboot the machine. It might pop up with an message window asking if you want to do this etc so make sure you click that you want to apply the new settings. It should now get you into normal windows.
You want to look at the monitor manual and find out what settings it can handle. There will be one marked native mode which is the highest resolution it supports. You can go lower but not higher. You also need to look at the scan rates the monitor supports. Sometimes the video card will generate the display at rate the monitor doest like. So you have to select that from the advanced tab then monitor and in the middle there is a menu to select the speed. If you have no problems with headaches or eye strain set it to 60hz to start. Generally a little higher such as 70 or 75 is better if you have problems or use it for extended periods.
