Size was never fit to patients height
Some time ago medicare purchased a jet power chair for a man who happens to be 6" 2" and approx 200 plus lbs. when i saw him in the hospital his knees were up to his chest, for obvious reason this chair was never fixed for a man of his size. is there anyway you can fix it now and if so how long does it take for medicare to approve such a thing?

Remove the seat and raise the seat post 1/2" nut and bolt
You might check that out with your local Easter Seals, they can do evaluations, for wheelchairs, they are great with me, and only requires a doctors note, to make the appointment, take it to Easter Seals, and ask them if they can do a wheelchair evaluation, if they purchased through medicare, they should be able to writeup some changes and have those things fixed thru medicare, don't let him just stick with it, That doesn't sound very safe.
