Small spark at plug electrodes, engine does not start GCV160
Engine stopped yesterday,when it runs out of gas it stutters,it did not just stop.Today will not start,yellow spark gasis clean & new.

If you have spark then ok... I would suspect when it ran out of gas you either had water in the tank and not it's in the carb or dirt... look on float bowl of carb for a 10mm bolt, remove it and go from there
