These have a tank in the bottom that can fill up in high humidity. The red LED light for the pump flashes when this happens. You need to take the black plug out from the back and drain it into something. There is a white cap that holds the black rubber plug in. The white cap is threaded on over the black rubber plug.
If it has been used for two or more seasons then you probably have some goop in the pan that causes it to not drain properly and the only way that I can get mine cleaned out is to take it apart. There is a capacitor inside that you will want to be careful around.

Sounds like you have a short in the high voltage wiring. The compressor may be bad.
