Try unplugging timer. Plug timer into different outlet. Do not plug into extension cord.

2) Stanley power center, is made by Westinghouse and has robust 1 year limited warranty... but unknown who honors the warranty.
3) There is no reset protocol for this type timer.
4) F setting is permanently OFF. If you can manage to get the timer to O, then plug yard stake into a cheap wall timer. Then use the cheap timer to replace yard stake timing.
5) Yard timers are made to last a couple seasons, and some do not work at all.
