Normal fan operation is controlled by a thermostat switch and 2 relays fed from a fuse. Most likely failure is the thermostat switch. AC switch provides a separate circuit to insure fans are always running. You can jumper around the thermostat to see if fans come on--if so, replace thermostat switch.
