There is this thing on Norstar systems called Reply message... this turns on your voicemail light, but there is on messages when you go into the mailbox.
Try this: FEATURE # 6 5
There might be something on you set that will tell you who sent the message, and you can hit the # or OK button to clear this message.

Sounds bad to me.
Is the light flashing really quick? Or is it like when you have a voicemail and flashing...
You may have plugged the set into an analog port, where the set is getting too much power and that is one reason why it could be flashing like it is.
Plug another set, that you know is working into the same jack, this will tell you if the jack is set up for your digital phone or for an analog phone.
