TDS2024 will not connect to USB stick of greater than 512KB. Firmware was upgraded to the latest .11 firmware with no effect. It is supposed to handle up to 64GB with this revision

Do you know if that unit supports NTFS partitions? That typically requires a licensing fee to Microsoft. You could try formatting the drive as FAT32 and see if the Tektronix recognizes the full size.
You can format any USB 4GB or smaller with the normal Windows format utility. However, if you have a flash drive larger than 4GB you need a third party utility. Paragon Partition Manager has a free version that should do the trick for you. There are others as well, including a great one called SwissKnife that is free as well.
