The 1 & 2 line spacing lights comes up & start blinking after the booting of my ibm wheelwriter 3000. The machine will not respond to key strokes. What do I do. Nelson

Your problem might be a bad keyboard. The service manual says to check the ends of the cables that attach the keyboard to the system board. You may need a technician to swap a known good keyboard with yours and see if that is the problem. If it doesn't work then you will need a new system board.
