Same as... (you guessed it)... The EARTH rotating 360° every 24 hours... means it's degree rotation per hour is 15° from one-side if the TIME ZONE to the other...

Unless you were calculating the Earth's SPEED... (ABOUT 1009 miles per hour at the equator... Then you'd be looking calculate the speed at what ever latitude & longitude you are STANDING STILL (never)).
But I digress...
So if we think about the clock "REPRESENTING" 24 hours (with the clever use of AM/PM...
You would divide by only 12 (hours) to get your degree value from the available: 360° / 12 = 30°
Bingo... You now know what each hour represents...
So... now: Where was the BIG HAND...??
