Check the brake light switch. It's usually under the dash and connected to the brake linkage.
Have you checked the bulbs themselves? Their dual- fillament bulbs to operate the brake light/running light. If one of the fillament's broken, that's your culpret I had the same issue on my 98 F150 and ended up replacing the bulbs.
