The broiler element comes on by itself when the power is on--it will not turn off unless I turn the power off at the breaker. The bottom element does not come on at all. I get no codes on the display

You have a bad broil-element relay on the Electronic Oven Control (EOC) - the contacts have welded shut (closed). You will need to replace the EOC.
