You need to feed it with another sound source such as a MP3 player to see if it works, if it does, then you PC sound card/drivers/software/setup may be the problem. If it is the monitor, then it can be the power amplifier IC which is not worth repairing, you will be better off spending money on a good set of powered PC speakers instead that will give you much better sound than the monitor's speakers.
