The cold water faucet will not turn off. When the water is on the lever when turned will neither turn the water on or off. I have replaced the Stem Unit Assembly and put new Seats and Springs. Still no help. What is my problem?

Take the handle off. Turn the stem with a pliers to shut the water off. Replace the handle.
