The cooktop will not turn on. The little red light in the lower right corner of the touch panel is blinking. If one touches and holds it it does not turn on a burner per usual. The timer function works. When switching the circuit breaker off then on it occassionally pops to "off" but then stays on when switched back. No other electrical problems in the home

I'm going to assume this is a new installation, either way, it sounds as if you're only getting one leg of your 220v circuit, which wld run the timer and lights but not enough to power the burners. This is prly not something you shld try and repair yourself as a 220v circuit can cause some serious damage. At the least, you could first, TURN OFF THE BREAKER and then check the connections to the cooktop to make sure all connections are secure.
