The dehumidifier is running constantly but no water is being collected
We have had a lot of snow & we thought it might be that but in the last day we have had an inch of rain & there is still no water in the dehumidifer.

Sounds like you're in a wintery environment. Most people operate a humidifier in those locations because the air is too dry. If that is your situation, I suggest you turn the dehumidifier off until Summer and save electricity. If will pull moisture out of the air in the summer.
