Straighten a paperclip. On the face of most disk players there is a small hole. Push the paper clip into the hole, and the disk tray should release. Pull the tray out to it's full extension. Power being on or off is immaterial. Hope this help.
I have the same DVD/VCR combo and you need to get compressed air, electronic lube, q-tips, and alcohol to fix this problem. Open the unit, after you have unplugged it, and blow out all of the junk inside, lube the DVD tray rails. As long as you're in there clean the DVD lens with alcohol.
