The engine starts but the chain does not move even when the throttle is applied and then it starts to smoke the whine does not sound like it has full power either
Can you move the chain by hand? If not, the chain brake may be set or damaged so that the chain cannot move. Is the chain adjusted extremely tight? Is bar oil getting to the chain? The smoke is probably coming from the clutch which is trying to drive the chain. The chain should be adjusted so that the chain just comes up to the lower bar edge, but allows free turning of the chain by hand. Get back to us if you need further help.
