The flow of cold water is extremely low after replacing the Symmons mixing valve?
We have replaced the hot and cold seats as well as the cartridge (mixing valve). When all parts are removed, we have good hot and cold water flowing through but after installing all parts, the cold water flow is very limited so water is too hot. What could be causing this problem?

Do it over again. You have probably got the cartridge installed incorrectly. It is also possible to have a seat in wrong but I am not familiar with this particular unit so cannot say for sure, but if the parts aree trhe same as trhe ones you replaced you have most likey just got the cold seat or the cartridge installed incorrectly.
You may have installed the cartridge incorrectly. That is reverse flow direction. Please check. Please provide model number of the mixer you have used. It might be on this site. http://www.symmons.com/Bathroom-Products/Product-Categories/Tub-Shower-Systems.aspx
