Start by testing the defrost timer switch, usually located in the refrigerator side. this is a power on test done by slowly turning the timer shaft with a flat head screw driver. you should hear the fans and compressor shut off when it enters defrost mode, and the rear panel interior of the freezer should be warmish after a few minutes.
let the unit sit for awhile, if the timer is working the fans should restart as well as the compressor. if it doesn't resume cooling? the timer is bad.
