are you using a v-brake or a disk brake? if a disk brake, is it mechanical or hydrolic? what is the brand and model of your brakesets?
most mechanical's fault is the magnet on the brake pads mount, when these wear off, or is dirty, it will not have anough power to pull the pads when used.
most hydro's fault is on the piston, once the brake is engaged and the piston gets stuck, you end us on the stuck brake. to have this resolved, clean the assembly, replace components if needed. you may first bleed the brakes and leave it engaged overnight. if the piston gets stuck again, check for fragments on the set.
