Could be a vacuumn device in the heater system itself, or a thermostadt problem just above the water pump, unless you have more than minium experience with repairing autos, take it to a good mechanic, should be less than $100 fix.
I have a 1996 Buick Century: same problem. Turns out the intake manifold gasket was leaking coolant. Researching it, I found a class action suit against GM-- you can google this--because the Dexcool antifreeze was eating out said intake gasket. Bottom Line: I was timed-out of collecting anything legally and the repair was an all-day $800 job. Did you check radiator fluid level.
if theirs no fluid or low fluid you will not get any heat and might not over heat
if fluid is then i would check themstat is working properly.
