The heater turns on and heats up . but after about 15-20 seconds it goes cold and the blower fan still runs. it does this a couple of times then doesn't get hot after that

I had the same problem. I believe it was due to a clog in the gas orifices. It would run for a bit and then decide there wasnt enough gas coming out and stop. you need to clean those or get a new one. there's probably rust or other **** in the lines that may need cleaned out.
try the harness with the white wire turn heater on and move harness up and down probally will fire
