The heating coil has been submerged in oil (pretty clean) for over a year. Do I need to clean it (the actual heating coil unit)? and if so, how and with what? Thanks!

Spray it with some oven cleaner and let it sit for an hour or so...After a while, give it a wash with your typical dish soap. Should be good as new.
