The motor is running and spinning but when I insert the pan, the arm does not spin. I can't spin it by hand from underneath either...it seems to be locked up

You are correct..it is locked up! The problem is the sealed bearing in the pan is broken and will not turn. Usually this means replacing the pan. If you are lucky you can try soaking it in warm water. (don't submerge the pan...just fill it) a few times to see if it will free up. Good luck!
