Evidently the thread in the block is damaged to the point it will take a different approach to repair it. When this happens we drill out the hole and install a heli-coil threaded insert.

Most automotive parts supply stores have helicol threaded insert intallation kits. The are not cheap! Most reputable lawn mower repair shops are capable of changing the inserts. Given the cost of the installation kits it may be more economical to carry the unit in for repair and have a helicoil installed. If both bolts are coming off then have BOTH bolt holes repaired by installing new inserts.
If you have already tried the loctite routine and it did not prevent the bolt from coming loose the helicoil insert repair is your next option. The final option is to change the short block which is NOT recommended at this time.
If you have not already tried lock washers under the boltheads you may want to gice that a try before you do the inserts. I think it is probably to late for the lock wahser to help you but it is worth a try.
