The phone calls are not coming into the phone and all calls are going to voicemail right away neither of the setup lines allow calls to come through This happen once I reboot the phone it worked for awhile and quit working again

The are two things you can do to correct this but it will be done by your call manager administrator. He can disable the Voice mail call feature on your profile. He can reload the firmware of your PhoneThis will be able to correct your problem.
I will need to know if you have a call manager or just that bought an IP phone service from an IP phone service provider. The action I described earlier will affect the configuration of your phone and if you do not have that configuration setting you not be able the complete the setting.
Another easy way out is to to a factory reset. But you still need the network configuration of your service provider. If you have the network settings, do the following:

Remember that this option will return your phone to the original factory settings.It will erase ALL current settings, including the directory and call logs. It is also possible that your phone extension will change.
When the reset is complete. Enter you network setting and do not configure the voice mail option.
