First of all don't at all use the bicycle till wobbling gets fixed. I've seen one case in which the front handle to wheel support was loose and gave way while riding the rider fall forward and the result was smashed testicles. In rare cases only it's broken or cracked most of the time just the frame gets loose it is screwed with 3 screws two in the wheel and one on top center of the handle so these 3 needs to be tightened. In some cases when the wheel is not aligned then also one gets a feeling of wobbling of handle so check the alignment of the wheel also.
Hello. Do not ride this bicycle until that part is fixed. Usually, when that part is wobbling, the frame is broken and needs to be welded. Any welding shop in the yellow pages can do this simple weld. Joe
