I connected my multi tester to the supply wires and there is full mains voltage present I suspect the motor as it also makes a sound like a spring running on a comutator but I dont seem to see where the brushes might be, I dont want to take the motor out as it is pretty in accessable and has the inflow and outflow pipes to contend with does this motor have brushes and if so where about are they because I dont see them are they recessed The noise is similar to a missing brush whose spring is running on the Commutator and occurs when turned by hand but I don't see where the brush caps are you sure these motors have brushes
