I think the problem is with Globe's Internet service. I have been using it for several months and this is still my problem. I have tried almost all solutions suggested in different forums but still i have difficulty broadcasting my webcam. I have called Globe CS, and the technicain said that they cannot do anything about it because its not their problem. Its really frustrating when you've been chatting for hours and still you cannot broadcast your webcam. I think the problem is Globe's upload speed. SO I hope Globe will do something about this. My chatmates who use other ISP's dont experience this problem. I got disapproved with Smart that's why im still using Globe. Anyone who has a working solution for this? please help.
