I had this exact problem on our 1995 XJ-6. I fixed it permanently by spraying a teflon spray lubricant (Dupont Teflon Multi-Use that I got at Lowes) down along the right side of the shift lever. It came out of Park the first try! Once it releases, step on the brake pedal several times to distribute the lubricant. (Don't overdo it; only a second or two of spray is required). There seems to be an electrical-to-mechanical solenoid that gums up and needs lubrication. This is the fairly loud clicking noise that you should hear, with the ignition on but engine not running, everytime you step on the brake pedal- no click, no lever release. It's been three months and the problem has not come back. Beats a tow and a garage bill.

There is a hex on the shifter that has to be removed and punch a screw driver through the hole to release the parking cylinder
