If you can turn the lock cylinder and the steering wheel is still locked then something in the top end of you steering column is broken. Taking this apart requiressome special tools and there a bunch of very unique little parts and clips and springs and so on in there. It is not for the beginner. If you do want to do it your self I would highly recommend a good manual that has a clear exploded drawing of all of the parts. It is imperative that you dis assemble and re assemble in the correct order.
