The tech info on film scanners Minolta Elite 5400 II and Dual IV say that these scanners will work on Mac OS 10.3-0OS 10.36. Does this mean these scanners will not work on Mac OS 10.4.11? If so, what other Minolta film scanners in the same price range will work?

Yes it can also work on 10.4.11 but you will need to download drivers for that.
