If it has a test button, it is either an arc or ground fault breaker. It could be defective, but it could also be doing its job. Could be a fault on the line or a bad appliance or damaged cord. Call an electrician to have it checked out.
I am guessing that your circuit breaker is overloaded. That happened shortly after my electrical contractor installed a new breaker for us. However, all he had to do was turn it off and back on to get it back to working perfectly. Have you tried doing that or at least unplugging all appliances that are contributing to the overload?
