The toilet fills slowly, 35 to 45 sec even though the service valve is wide open. I suspect that trash in line has clogged the filter (we had a recent problem with other fixtures after the water company worked on the lines) Where is the filter and how do you remove the filter? Don

There usually is no filter, but the holes in the float valve can be pretty small. You should probably take the valve apart, but I can give no specific advice on this since there are lots of different kinds of float valves. It is possible that there is a screen where the float valve sticks through the bottom of the tank (but this is part of the float valve assembly) You also might have large piece of debris trapped in the shut-off valve. Turn the water off at the main to work on that one - but don't bother with this unless cleaning the float valve doesn't fix it.
