I recently had the same problem. to let you know I replaced the filler and the flapper to NO avail. I tried flushing with the water OFF and it still did it thought it was in the siphon so I removed the water going in there and it still made the sound. This AM it got to me so I was determined to be rid of the WHINE It only happens when the TOP is on that is when it hit me is the seal so great that the vacuum creates the whine I put the little rubber door stops, the one you use in door jams, on the four side and tada no more sound Hope this helps
I have the same problem with my one year old TOTO. It makes the squealing noise with the lid off too. I have an extra valve and I can see no difference between old and new. II cleaned the flapper which seemed to leak. That stopped the leaking. The noise began a couple of weeks ago and it comes and goes. A final solution may be to replace the fill valve assembly with the old type float assembly.I have the same problem with my one year old TOTO. It makes the squealing noise with the lid off too.
