If I understand you correctly, the leak is above the drain plug hole that is actually a 1/8"NPT plug. My question is why is the hole leaking. The only thing I can think of is someone tightened the tapered plug too tightly and cracked the cover. I've never seen this on a tranny cover but I have seen it on an oil pump a time or two.
Since you cover is chromed, there is no way to weld it without messing up the pretty chrome. But, if it's not chromed, you can pull the end of the transmission off and repair or replace the "trap door". It really depends on why it's leaking. If it's cracked, how far does the crack run. If the threads in the hole are simply stripped, you may can drill it out and go to a standard thread bolt size of say 1/2"SAE or something like that. Like I said, it depends on the amount and extent of the damage. Good Luck.
Got to thinking about your problem a bit more. Your oil leak may be coming from the cover above this hole. This the clutch release mechanism cover and the clutch cable goes into it. There is an O-ring on that clutch cable going into the cover there. Check to see if the cable is tight where it screws into the cover.
If it is but you still think it might be leaking, replace the O-ring. Drain the tranny lube. Unadjust the clutch cable at the adjuster that should be somewhere around the frame downtubes in the front. Remove the screws holding the cover on and remove it. Disconnect the clutch cable from the relaease mechanism inside the cover and screw the cover off of the clutch cable. Replace the O-ring and make sure the cable screws back into the cover tightly. Reconnect the clutch cable to the release mechanism. Using a new gasket, replace the cover and refill tranny with oil. Adjust clutch cable for 1/8" slack at lever.
