There was a storm yesterday and the cable was hit. I have a LCD Westinghouse and it was connected to a surge protector. The cable box was blown and has since been replaced. The power light on the TV is on with a blank screen. I cannot turn it off manually or with the remote. Can you tell me if this is blown. Obviously there is power going to TV but no picture or sound. Thank you

Fault its main board. Short circuited component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. If so, a software [firmware] update too might be necessary.
