Definitely there is an obstruction on the blade or impeller inside the pump casing. Pry open the lid using a flat head screwdriver and remove the motor with pressure chamber out of the pump csing as one piece. Once the motor is out inspect the blade (on top of motor) and the impeller which is at the bottom of the motor. Also the starting capacitor may have seized up. If the capacitor goes bad it tend to hum and not pump any waste out.
