A coating that is invisible-- you spray/paint an item so if a person comes in contact/steals or tampers with the item it coats hands and shows up as a bright color stain on their hands after they have washed them or got them wet---this identifies them as the person involved with the item in question

What you are looking for is more of a UV/black light dust. Anything else, they would see and be able to react to. Plus, trying to keep a liquid viable until it's touched is difficult at best. With a dust it can be applied to a surface and be difficult to identify what it is. Now, if they were using rubber gloves, that would not allow the staining you were looking for also.
