If the Schrader valve core cannot be removed and if feels as through the removal tool isn't grabbing it, the core has either been overtightened and the threads stripped or the top has broken off the core.
It will be easier and more practical to replace the valve assembly.
Is the tool not broken at all?I know crazy question but at the shop ive seen that multiple times. If thats not the case try this with no valve stem tool

If thats not the case try this with no valve stem tool
try small needle nose pliers
