Toro 20074 electric 12v start Tecumseh. Started cold engine 3-4 months and failed. Won't start warm. New battery, 12.9V at starter and get 1 revolution of engine. Cked all connects and get 12.9v
Installed new plug, oil change, new carb, air cleaner. Starter spins engine great WITHOUT spark plug. With plug, it seems it cannot overcome compression to get rev speed fast enough to start. One rev then stops. No start unless I pull start and it runs fine.

Sounds very much like the starter moter is broken.?
See if it can be rebuilt by a local engineer or replace it with new.
(replacing it with a new starter may actually be cheaper.???)
