Toyota duet Engine Check light comes on, engine drags, loses power. Come back to normal only when fully accelerated. What could be the problem

There is a data point for code reading but the code is in flashes of a test light ( before ob11 times
you will need to find an old time mechanic with experience on your machine or older machines to be able to get the codes out
