When it trips the breaker, has it restarted to top off?
Does it ever trip the breaker when empty?
On the initial run, does it seem to bog down?
Do the wires get hot?
I'm guessing No 2 is No and the rest are Yes.
Wear I'm going is either the wire gauge is too high (Gauge goes up, thickness goes down.)
You didn't mention how its connected. My first step would be making sure the power cable is at least 10ga. S type Heavy Duty power cord.
If I was correct, The Capacitor on the motor that gives it that extra nudge at startup may be going bad. The thicker cable can help there too.

It would be on the motor. It will be under a protrusion on the housing that looks out of place.
The plate covering it is normally about as long as a roll of quarters and twice as wide, held on with a screw.
The capacitor will look like a 'D' Cell battery with two terminals on the top.
Precaution: These are dangerous, even unplugged, they can hold a charge
I had a pancake compressor doing the same thing. Hum pop.
I added a second capacitor. Gave it enough of a kick to start turning. No more trouble.
