Troy-bilt tiller The tires will not move freely when I attempt to move the tiller. The tiller will rotate the tires when engaged and move forward. Also, I am able to reverse the tiller and the tires will rotate to move the tiller backwards. When the tiller is shut off the tires will not move

The only way to roll around is to remove the pins on the axle and slide the wheels in and replace the pins. If this has never been done sometime its rather hard to do. Hope this will help
